Decisions on Submissions
Amended Operative District Plan Sections 

Council called for submissions regarding the proposed development of Stoneham Park earlier this year in March 2023. There were three topics of submission including Plan Change Number Four (Plan Change 4) to the Operative District Plan. This will put a residential growth precinct over the Stoneham Park Residential Development and enable the change in zoning from Reserve to Residential. It also enables better use of the land for the development in terms of smaller lot sizes, duplex builds and inter-generational housing. 

Following submissions, the Council called for all submitters to present at a Hearing chaired by Independent Commissioner Bill Wasley. One submitter was able to attend (via zoom) and present. However, all submissions were taken into account during deliberations. This appeals process, is the final step required, before Council can formally adopt Plan Change 4 and make changes to the Operative District Plan.  

A Hearing for submissions on the Proposed Change Number Four to the Operative Kawerau District Plan was held on 15 June 2023. The Independent Commissioner provided a report making recommendations of decisions on 12 July 2023. The report and recommendations were ratified by the Council on 19 July 2023. The decisions on submissions were publicly notified on 28 July 2023. 

Any person or organisation who made a submission on the Proposed Plan Change 4 may appeal to the Environment Court (Pursuant to clause 14 of Schedule 1 of the Resource Management Act 1991).
