Draft District Plan

Council is currently reviewing its Operative District Plan.

As part of the review, a draft has been prepared for an informal community engagement process. This process ran from 20 May until 1 July 2009 and the Informal Submission process has now closed.

The objective at that stage was to generate some discussion on the approaches in the draft with a view to this forming the basis of content for a Proposed District Plan to be notified later this year, aiming for 1 September. The notified plan will be subject to a formal public submission process.

The draft is at this stage exactly that - a draft – nothing is set in concrete and it is aimed at providing a platform for feedback and comments and is not a statutory document. Further refinement is expected as result of feedback before the plan is finalised for notification. At this stage, Council’s primary interest is to ensure the community’s vision for Kawerau is understood and reflected in the plan.

Planning and Resources Consents

Resource management is governed by the Resource Management Act 1991 (RMA). The purpose of the RMA is to promote the sustainable management of natural and physical resources, as defined in the Act.

Council is required to prepare a District Plan under the RMA. The District Plan is the main document that manages land use and development within the Kawerau District.

Its purpose is to assist Council to carry out its functions in order to achieve the purpose of the RMA.

The District Plan controls building development and other land use activities and subdivision. If you intend to undertake building work or land use activities or subdivision, the District Plan contains rules that may affect your proposal. In some cases, you may need to obtain a resource consent before you proceed.

The District Plan addresses such matters as:

  • Control of effects of the use, development, or protection of land through zoning provisions and other rules
  • Standards for the erection of buildings (height, yards, coverage etc)
  • Natural hazards
  • Storage and use of hazardous substances
  • Noise
  • Heritage protection

Council also has environmental monitoring responsibilities and must take account of regional and national policy statements in preparing and administering the District Plan.
